Planning

Planning consent (or rezoning) is an integral component in the development of a wind farm in Canada. More often than not, without this, the wind farm would never go ahead. The following steps generally define the planning process, which will vary depending upon location.

Pre-application talks

The planning process will normally begin with discussions with the Council's planning officers and consultees. These talks serve to inform all parties about the particular issues relevant to the project.

Planning application preparation

A planning application will be prepared that sets out the details of the proposal.

Supporting documentation

The planning application will be accompanied by substantial information to aid the appropriate planning authority (typically the local municipality or county) in its consideration of the proposal.

Consideration and consultation

In determining the proposal the Council will undertake its own publicity of the application, and will consult widely with internal and external experts on such matters as landscape impact, traffic, ecology, human health concerns, to name a few.

Decision

The decision is typically made following the completion of the environmental assessment, although this varies, depending upon location. This decision is subject to appeal.
